Samarth Scheme – A Scheme for capacity building in the textile sector

Samarth Scheme, is a flagship Scheme for Capacity Building in the Textiles Sector (SCBTS). It aims to train 10 lakh persons (9 lakh in organized and 1 lakh in traditional sector) over period of 3 years (2017-20) with a budgetary outlay of Rs. 1300 crore. The Samarth Scheme intends to provide skill development and placement oriented training across the entire textiles value chain, excluding spinning and weaving in the organized sector.

Ministry of Textile is the nodal ministry for the implementation of this Scheme. Cabinet Committee on Economic Affairs (CCEA) approved this scheme in 2017.

Objective of Samarth Scheme


  1. The scheme aims to create more jobs in the textile and related sectors that will cover the entire value chain of the textile but will exclude spinning and weaving.
  2. The scheme aim to incentivize and supplement the efforts of the Textile industry.
  3. Traditional sectors of handlooms, handicrafts, sericulture and jute will be upgraded through skilling and skill upgradation.
  4. Through skill upgradation of lakhs of persons, it aims to encourage self-employment capabilities among youth and others.
  5. It aims to promote sustainable livelihood to all sections of society. Mainly focused on women, SC/STs, handicapped persons, minorities and persons from BPL category.

Features of Samarth Scheme


  • Aadhaar Enabled Biometric Attendance System (AEBAS) – This system will ensure the credibility of the trainers as well as the beneficiaries.
  • CCTV recording of training programmes – To avoid any discrepancy occurred in the implementation of the scheme, training institutes will be fixed with CCTVs.
  • Training of Trainers (ToT) – That will provide enhanced facilitation skills to the master trainers.
  • Dedicated call center with helpline number – For smooth communication between institutes and beneficiaries.
  • Mobile app-based Management Information System (MIS) – It is used for for registration and empanelment of Implementing Agencies.
  • On-line monitoring of training processes will be done.

Who can apply?


The trainee must be a citizen of India possessing an Aadhaar Card (unless exempted under Aadhaar Act, 2016) with age over 14 years. Preference given to marginalized social groups (i.e. women, SC/ST and handicapped persons, minorities and persons from BPL category).

How to apply?


Interested users can contact the training agencies empaneled under the scheme for admissions.

Further, Ministry initiated the process of empaneling industry/industry associations for undertaking industry oriented entry level skilling programmes in the organized sectors. A total of 76 industries have been empaneled under Entry level skilling and allocated a training target of 1.36 lakh beneficiaries. Also, 44 industries for upskilling programme have been empaneled and allocated training target of 30,000 beneficiaries.

At present, 23 empaneled implementing partners have commenced the training programme under the scheme in 11 States.
