Saansad Adarsh Gram Yojana (SAGY) – For Comprehensive Development of Villages
Saansad Adarsh Gram Yojana (SAGY) is a rural development programme broadly focusing upon the holistic development of the villages under which each Member of Parliament (MP) owned the responsibility to develop social, cultural, institutional and physical infrastructure in three villages by 2019 and five ‘Adarsh Villages’ or ‘Model Villages’ by 2024.
This Yojana was launched by the PM Narendra Modi on the birth anniversary of Jayaprakash Narayan, on 11 October 2014.
Objectives of Saansad Aadarsh Gram Yojana (SAGY)
- The development of model villages, called “Adarsh Grams”.
- Creating models of local level development and effective local governance which motivate and inspire the neighbouring Gram Panchayats for adaptation of the same model.
- By improving the basic amenities, enhancing human development, creating higher productivity, providing better livelihood opportunities, reducing disparities and enriching social capital, all these efforts will improve the standard of living and quality of life of all sections of the population in the villages.
Activities in Saansad Adarsh Gram Yojana
- Personal development: To maintain the cleanliness of the villages and fostering healthy habits including daily exercise, practice good habits like quit smoking and alcholism.
- Human development: To provide education and social security to the villages, improve sex-ratio, emphasis focus on needs of Persons with Disability (PWD), children and women.
- Foster Economic development of the villages.
- To introduce social development programmes which should include voluntarism, social justice, sports, folk arts festivals and good governance.
- Environmental Development: Appropriate solid and liquid waste management, Roadside plantations, reducing local pollution of air, water and land.
Selection of Adarsh Gram
- The Member of Parliament (MP) would be free to identify a suitable Gram Panchayat for being developed as Adarsh Gram, other than his/her own village or that of his/her spouse.
- Rajya Sabha MP has to choose a Gram Panchayat from the rural area of a district of his/her choice in the State from which he/she is elected and the Lok Sabha MP has to choose a Gram Panchayat from within his/her constituency.
- The selected Gram Panchayat must have a population of 3000-5000 in plain areas and 1000-3000 in hilly, tribal and difficult areas.
Funding of Saansad Adarsh Gram Yojana
No new funds are allocated to this Yojana but funds may be raised through some existing schemes and institutions as mentioned below:
- Funds from existing ongoing schemes like the Indira Awas Yojana, Pradhan Mantri Gram Sadak Yojana, Mahatma Gandhi National Rural Employment Guarantee Scheme, and Backward Regions Grant Fund, etc.,
- The Member of Parliament Local Area Development Scheme (MPLADS),
- From the gram panchayat’s own revenue collections,
- From Central and State Finance Commission Grants, and
- Corporate Social Responsibility funds.
