Pradhan Mantri Matsya Sampada Yojana – To boost Blue Revolution
The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is an initiative launched by the Government of India to establish a comprehensive framework and reduce infrastructural gaps in the fisheries sector. The aim of the scheme is to bring about Blue Revolution through the sustainable development of the fisheries sector over a period of five years (2020-2025).
PMMSY was announced by the Finance Minister, Nirmala Sitharaman during her speech in the parliament of India while presenting the Union budget for 2019–20 on 5 July 2019.

Overview of PM Matsya Sampada Yojana
The PMMSY is an umbrella scheme with two separate Components.
- Central Sector Scheme (CS)
- Central Sponsored Scheme (CSS)
Both the Schemes are further segregated into Non-beneficiary oriented and Beneficiary orientated sub-components/activities under the following three broad heads:
- Enhancement of Production and Productivity.
- Infrastructure and Post-harvest Management.
- Fisheries Management and Regulatory Framework.
Objectives of PM Matsya Sampada Yojana
- Enhancement of fish production and productivity through expansion, intensification, diversification and through efficient utilization of land and water resources.
- Harness the potential of fisheries sector in a sustainable, responsible, inclusive and equitable manner.
- Post-harvest management and quality improvement.
- Doubling fishers and fish farmers’ incomes.
- Generate new employment opportunities in the fisheries sector.
- Enhancing contribution to overall Agricultural Gross Value Added (GVA) and exports.
- To develop a robust fisheries management and regulatory framework.
- To provide social, economic and physical security to fish farmers and fishermen.
Impact of PM Matsya Sampada Yojana
- The increase of fish production from 13.75 million metric tons (MMT) to 22 million metric tons by 2024-25.
- Increase in GVA contribution of fisheries sectors to the agriculture GVA from 7.28% to 9% by 2024-25.
- Double export earnings from Rs.46589 crore to Rs. 1 lakh crore by 2024-25.
- Decrease in post-harvest losses from 20-25 percent to 10 percent.
- Generation of 55 lakh direct or indirect employment opportunities in fisheries sector.
- Increment in domestic fish consumption from 5 kg to 12 kg per capita.

The intended beneficiaries under the Pradhan Mantri Matsya Sampada Yojana are:
- Fishers
- Fish farmers
- Fish workers and Fish vendors
- Fisheries Development corporations
- Fisheries cooperatives
- Fisheries Federations
- Fish Farmers Producer Organizations/Companies (FFPOs/Cs)
- State Fisheries Development Boards (SFDB)
- Self Help Groups (SHGs)/Joint Liability Groups (JLGs) in fisheries sector
- SCs/STs/Women/Differently abled persons
- State Governments/UTs and their entities including
- Central Government and its entities
- Entrepreneurs and private firms.
Importance of Fishing in India
Fisheries and aquaculture are major sources of food, nutrition, employment and income in India. This sector provides livelihood to more than 20 million fishers and fish farmers at the primary level and twice the number along the value chain. Fish being an affordable and rich source of animal protein, is one of the healthiest options to mitigate hunger and malnutrition.
This scheme is in line with governments aim to double the farmers’ income by 2022–23.
