Mission Karmayogi – National Programme for Civil Services Capacity Building
“Mission Karmayogi” has been launched by the Union Cabinet on 2nd September 2020 with the objective of enhancing governance through Civil Service Capacity Building. This Scheme cover around 46 lakh Central employees and a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25.

Objective of Mission Karmayogi
As the Civil servants are the backbone of the Indian administration. Any reform taken to enhance the capacity building of the civil services is an important step towards better governance.
Mission Karmayogi aims to prepare the Indian Civil Servant for the future, by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.
What is iGOT-Karmayogi?
The Mission Karmayogi Programme will be delivered by setting up an Integrated Government Online Training-iGOT Karmayogi Platform.
- It is an Integrated Government Online Training digital platform under the Ministry of Human Resources and Development (MHRD). Which will deliver capacity building programme.
- All digital e-learning courses of world-class content will be uploaded on this platform for civil servants.
- Civil servants will have to take online courses and they will be evaluated by their performances in each course they have taken.
- Along with the online courses, services like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would also be integrated on this platform.
- A wholly owned Special Purpose Vehicle (SPV) a “not-for-profit” company for NPCSCB will be set up under Section 8 of the Companies Act, 2013 which will own and manage iGOT-Karmayogi platform.
Salient Features of Mission Karmayogi
Mission Karmayogi is a step towards improving the human resource management practices in the government.Following are the features of Mission Karmayogi :-
- The transition from Rules Based to Roles Based Human Resource (HR) Management – The focus is to allocate jobs to the civil servants based on their competencies.
- It emphasize on ‘on-site learning’ to complement the ‘off-site learning’.
- To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts.
- To create an ecosystem of shared training infrastructure where a Civil servants learn to adapt an ecosystem of shared learning materials, institutions and personnel.
Institutional framework of Mission Karmayogi
National Programme for Civil Services Capacity Building (NPCSCB) is to have the following institutional framework:-
- Prime Minister’s Public Human Resources (HR) Council
- Capacity Building Commission.
- Coordination Unit headed by the Cabinet Secretary.
- Special Purpose Vehicle for owning and operating the digital assets and the technological platform for online training.
Pillars of Mission Karmayogi
Mission Karmayogi will have the following six pillars:-
- Policy Framework,
- Institutional Framework,
- Competency Framework,
- Digital Learning Framework (Integrated Government Online Training Karmayogi Platform (iGOT-Karmayogi).
- electronic Human Resource Management System (e-HRMS).
- Monitoring and Evaluation Framework.
