HRIDAY Scheme – National Heritage City Development and Augmentation Yojana
The National Heritage City Development and Augmentation Yojana (HRIDAY), launched on 21st January, 2015. This scheme was introduced to preserve and revitalize the rich cultural heritage of the country, with a focus on holistic development of heritage cities. This scheme emphasizes on the accessibility, security, safety, livelihood, cleanliness and faster service delivery in the heritage cities.
This scheme is being implemented in 12 cities, namely, Ajmer, Amaravati, Amritsar, Badami, Dwaraka, Gaya, Kancheepuram, Mathura, Puri, Varanasi, Velankanni and Warangal.

Major Focus Areas of HRIDAY Scheme
Development of heritage city’s core infrastructures like communication, drainage, footpaths, toilets, landscaping, sanitation, street lights, water supply, electricity supply, waste management and allied citizen services such as tourist conveniences, security etc.
To Preserve and re-energize the soul of the heritage city to reflect the city’s unique character by encouraging an appealing, accessible, informative & secured environment.
Objectives of HRIDAY Scheme
- Preserve and renovate heritage cities so that tourists can connect with each heritage city’s unique features.
- Making cities informative using modern ICT tools and secure cities using modern security devices like CCTV cameras etc.
- Planning and development of city’s infrastructures keeping in mind sensitivities of heritage, including service delivery and development of infrastructure in core areas of historic cities.
- Enhancement of basic amenities mainly focusing on sanitation like refurbishment of public toilets, water taps, security like street lights and in improving tourist facilities.
- Develop and document a heritage asset inventory of city’s – natural, cultural, living and built heritage as a basis for urban planning and growth.
- Increase accessibility to heritage sites i.e. physical access (roads etc) and intellectual access (i.e. GIS mapping of historical locations/ tourist maps and routes).
Scheme Implementation Tenure & Funding
HRIDAY is a central Government scheme, where 100% funding will be provided by Government of India. The total outlay for the scheme is INR 500 Crore.
The duration of this scheme is for the period December 2014 to March 2019. The scheme would be implemented in phased manner.
In 2018, 20 projects amounting to Rs. 140.14 Crores have been completed in the cities of Ajmer, Amaravati, Amritsar, Badami, Dwaraka, Puri and Varanasi.
